Thailand’s National Strategy on Climate Change 2008-2012

In Thailand’s National Strategy on Climate Change B.E. 2551-2557 (2008-2012), Thailand is aim to be Thailand is a climate-resilient society and cooperates with the global community to mitigate climate change based on the principle of sustainable development following the table below:

STRATEGY 1 Build capacity to adapt and reduce vulnerabilities to climate change impactsObjective

  • Protect, conserve and add values natural resource base
  • Protect, conserve and improve environmental quality and the quality of living from climate change impacts

Method

  • Build capacity to assess Climate Change impacts
  • Prevent and mitigate damage caused by Climate Change impacts
  • Natural resources, ecological systems, biological diversity
  • Natural disaster, human settlements
  • Agriculture, industry, cultural and historic sites
  • Public health
  • Build capacity to adapt

Examples of measures

  • Identify hot spots vulnerable to climate change impacts
  • Promote adaptation activities such as
  • Water and forest conservation and restoration
  • Infrastructure improvement and land use change to reduce vulnerabilities in hot spot areas
  • Assess adaptation options for hot spot areas including changing crop types, farming processes, etc.
  • Establish effective early warning systems and evacuation plans-to minimize damage from extreme climate events
STRATEGY 2 Promote greenhouse gas mitigation activities based on sustainable developmentObjective

  • Reduce GHG and promote Clean Technologies (CT)

Method

  • Promote GHG mitigation
  • Energy Sector
  • Waste Sector
  • Industrial Sector
  • Agricultural Sector
  • Increase carbon sinks
  • Develop and promote mechanisms that support CT development

Examples of measures

  • Promote use of renewable energy: power generation, transportation and industrial processes
  • Improve energy efficiency: transportation, industrial processes, commercial and residential buildings
  • Promote forest conservation, afforestation and reforestation to increase carbon sinks
  • Increase urban green space
STRATEGY 3 Support research and development to better understand climate change, its impacts and adaptation and mitigation optionsObjective

  • Supporting R&D and climate change knowledge transfer including beneficial database for support decision-making

Method

  • Compiling and creating climate change knowledge
  • Build knowledge base on impacts and adaptation options
  • Create GHG reduction knowledge base
  • Create the proper mechanisms
  • Connection and knowledge transfer
  • Policy management, planning and operation

Examples of measures

  • Provide support for R&D activities, focusing on the following fields:
  • Climate science-improve climate modeling
  • Climate change impacts
  • Natural resources, ecosystems, agriculture, public health and industries
  • Weather-resistant crops and improved agricultural practices
  • Application of renewable energies & energy efficiency techniques
  • Climate risk management
  • Support development of centers of excellence in climate change-related fields
STRATEGY 4 Create awareness and participation of problem solving on climate changeObjective

  • People have awareness, consciousness and participate in their duty

Method

  • Setting public relation activities in order to
  • Create awareness in public sector
  • Suggest appropriate way to participate
  • Promote awareness in the educational sector
  • Creating mechanisms of monitoring and evaluation the public relation activities

Examples of measures

  • Launch continuous public campaigns of climate change education
  • Encourage community participation in local planning processes to reduce vulnerabilities and adopt adaptation and mitigation options for identified climate change impacts
  • Encourage inclusion of climate change education in school curricular activities
  • Provide public hearings of local and national plans
STRATEGY 5 Build capacity of relevant personnel and institutions and establish a framework of coordination and integrationObjective

  • Better coordination and integration among personnel and agencies involved in climate change implementation

Method

  • Support continuous training and skill development
  • Create mechanisms
  • Transfer knowledge
  • Share experience among different agencies

Examples of measures

  • Establish national climate change information center with linked database to the climate change centers of excellence
  • Provide continuous staff training
  • Develop standardized archiving and documentation among relevant institutions
  • Establish effective negotiation teams
STRATEGY 6 Support international cooperation to achieve the common goal of climate change mitigation and sustainable developmentObjective

  • Build capacity of relevant personnel and agencies to better coordination and integration to support and promote international cooperation relevant to climate change at the global and regional level

Method

  • Integrate climate change implementation under different international frameworks -UNFCCC, ASEAN, Bilateral or Multilateral agreements
  • Promote skill development and experience sharing among relevant agencies

Examples of measures

  • Reconsidering the operation under international cooperation framework that has climate change issues related
  • Studying about interest and intension of each countries under international cooperation framework
  • Setting up public relations activities about important issues in related agency
